USC Notification Bar

Adds a notification bar to the top of your WordPress site. Plugin options are controlled via a panel in the WordPress Customizer.

1. Select from the WP Admin -> Appearance -> Customizer the option of USC Notification Bar
2. Next check the option to display the notification.
3. Enter the text you want to display and a link to link the entire text.
4. Select Publish when complete.
